Parmenides Was Unreal (in the Modern Sense)

Parmenides of Elea doesn’t get much publicity these days. He lived 2,500 years ago on the edge of Greece and only one of his philosophical works survives. It’s a poem usually referred to as “On Nature”. The publicity he happens to get derives from the fact that he helped invent metaphysics, the branch of philosophy that deals with the general nature of reality (as it’s been practiced by philosophers in the Western world ever since).

Parmenides is the subject of the latest entry in a series called “Footnotes to Plato”, a periodic consideration of famous philosophers from The Times Literary Supplement. Here’s a bit of the article:

If Parmenides’ presence in the collective consciousness is relatively dim, it is in part because he is eclipsed by the thinkers he influenced. And then there is the small detail that his opinions are, as Aristotle said, “near to madness”.  Let us cut to the chase: Parmenides’ central argument. It is so quick that if you blink, you will miss it. You may need to read the following paragraphs twice.

That which is not – “What-is-not” – he says, is not. Since anything that comes into being would have to come into being out of what-is-not, things cannot come into being. Likewise, nothing can pass away because, in order to do so, it would have to enter the non-existent realm of what-is-not. The notion of beings as generated or perishing is therefore literally unthinkable: it would require of us that we think at once of the same thing that it is and it is not. The no-longer and the not-yet are modes of what-is-not. Consequently, the past and future do not exist either.

All of this points to one conclusion: there can be no change. The empty space necessary to separate one object from another would be another mode of what-is-not, so a multiplicity of beings separated by non-being is ruled out. What-is must be continuous. Since beings cannot be to a greater or lesser degree – this would require what-is to be commingled with the (non-existent) diluent of what-is-not – the universe must be fundamentally homogeneous. And so we arrive at the conclusion that the sum total of things is a single, unchanging, timeless, undifferentiated unity.

All of this is set out in a mere 150 lines, many of which are devoted to the philosopher’s mythical encounter with a Goddess who showed him the Way of Truth as opposed to that of the Way of (mere) Opinion. Scholars have, of course, quarreled over what exactly is meant by this 2,500-year-old text that has reached us by a precarious route. The poem survives only in fragments quoted and/or transcribed by others. The main transmitter was Simplicius, who lived over a thousand years after Parmenides’ death. The earliest sources of Simplicius’ transcriptions are twelfth-century manuscripts copied a further 600 years after he wrote them down.

Unsurprisingly, commentators have argued over Parmenides’ meaning. Did he really claim that the universe was an unbroken unity or only that it was homogeneous? They have also wondered whether he was using “is” in a purely predicative sense, as in “The cat is black”, or in a genuine existential sense, as in “The cat is”. Some have suggested that his astonishing conclusions depend on a failure to distinguish these two uses, which were not clearly separated until Aristotle.

What I took away from my philosophy classes is that Parmenides was a “monist”, someone who thinks that, in some significant sense, Reality Is One. The variety and change we see around us is somehow illusory or unreal or unimportant. One textbook suggest Parmenides believed that “Being or Reality is an unmoving perfect sphere, unchanging, undivided”. A later monist, the 17th century philosopher Baruch Spinoza, argued that reality consists of a single infinite substance that we call “God” or “Nature”. There are various ways to be a monist.

Well, I’ve read the paragraphs above, the ones that try to lay out Parmenides’s central argument, more than twice. You may share my feeling that the argument doesn’t succeed.

Where I think it goes wrong is that Parmenides treats things that don’t exist too much like things that do.

Although it’s easy to talk about things that don’t exist (e.g. a four-sided triangle or a mountain of gold), that only takes us so far. If I imagine a certain configuration of reality (say, me getting a cold) and what I imagined then becomes real (I do get a cold), the imaginary, unreal state of affairs (getting a real cold in the future) hasn’t actually transformed into a real state of affairs (actually getting a cold). All that’s happened is the reality of me imagining getting a cold has been replaced in the world’s timeline (and my experience) by the reality of me getting a cold. One reality was followed by another. It’s not a literal change from something that didn’t exist into something that did.

Saying that the unreal has become real is a manner of speaking. It shouldn’t be understood as a kind of thing (an imaginary situation) somehow changing its properties or relations in such a way that it becomes another kind of thing (a real situation). Philosophers have a way of putting this: “existence is not a predicate”. They mean that existing isn’t the same kind of thing as being square or purple or between two ferns. Existence isn’t a property or relation that can be predicated of something in the way those properties or relations can be. 

When Parmenides says “what is not” cannot become “what is”, he’s putting “what is not” and “what is” in a single category that we might call “things that are or are not”. That leads him, rather reasonably, to point out that “are not” things can’t become “are” things. It’s reasonable to rule that out, because a transition from an “are not” thing to an “are” thing would be something like spontaneous generation. Putting aside what may happen in the realm of quantum physics, when sub-atomic stuff is sometimes said to instantly pop into existence, the idea that “Something can come from nothing” is implausible even today. Parmenides made use of that implausibility in the 5th century BCE when he argued that what isn’t real can’t change into what’s real, so changes never happen at all.

What Parmenides should have kept in mind is that things that “are not” aren’t really things at all — they’re literally nothing — so they can’t change into something. Change doesn’t involve nothing turning into something. Change occurs when one thing that exists (a fresh piece of bread or an arrangement of atoms) becomes something else that exists (a stale piece of bread or a different arrangement of atoms). Real stuff gets rearranged, and we perceive that as something coming into existence or going out of it, i.e. changing.

So I think Parmenides was guilty of a kind of reification or treating the unreal as real. He puts what doesn’t exist into a realm that’s different from the realm of things that do exist, but right next door to it. Those two realms aren’t next door to each other, however. They’re in totally different neighborhoods, one that’s real and one that’s imaginary. It’s impossible and unnecessary to travel from one realm to the other.

By the way, the gist of the Times Literary Supplement article is that Parmenides “insisted that we must follow the rigours of an argument, no matter how surprising the conclusion – setting in motion the entire scientific world view”. Maybe so. I was more interested in his strange idea that change never happens.

Can Biden Finally Get Us Past Reagan?

God, I hope so. According to one view of American history, Joe Biden could be extremely important. He could be our first truly “post-Reagan” president. From Michelle Goldberg of The New York Times:

During Donald Trump’s presidency, I sometimes took comfort in the Yale political scientist Stephen Skowronek’s concept of “political time.”

In Skowronek’s formulation, presidential history moves in 40- to 60-year cycles, or “regimes.” Each is inaugurated by transformative, “reconstructive” leaders who define the boundaries of political possibility for their successors.

Franklin Delano Roosevelt was such a figure. For decades following his presidency, Republicans and Democrats alike accepted many of the basic assumptions of the New Deal. Ronald Reagan was another. After him, even Democrats like Bill Clinton and Barack Obama feared deficit spending, inflation and anything that smacked of “big government.”

I found Skowronek’s schema reassuring because of where Txxxx seemed to fit into it. Skowronek thought Txxxx was a “late regime affiliate” — a category that includes Jimmy Carter and Herbert Hoover. Such figures, he’s written, are outsiders from the party of a dominant but decrepit regime.

They use the “internal disarray and festering weakness of the establishment” to “seize the initiative.” Promising to save a faltering political order, they end up imploding and bringing the old regime down with them. No such leader, he wrote, has ever been re-elected.

During Txxxx’s reign, Skowronek’s ideas gained some popular currency, offering a way to make sense of a presidency that seemed anomalous and bizarre. “We are still in the middle of Txxxx’s rendition of the type,” he wrote in an updated edition of his book “Presidential Leadership in Political Time,” “but we have seen this movie before, and it has always ended the same way.”

Skowronek doesn’t present his theory as a skeleton key to history. It’s a way of understanding historical dynamics, not predicting the future. Still, if Txxxx represented the last gasps of Reaganism instead of the birth of something new, then after him, Skowronek suggests, a fresh regime could begin.

When Joe Biden became the Democratic nominee, it seemed that the coming of a new era had been delayed. Reconstructive leaders, in Skowronek’s formulation, repudiate the doctrines of an establishment that no longer has answers for the existential challenges the country faces. Biden, Skowronek told me, is “a guy who’s made his way up through establishment Democratic politics.” Nothing about him seemed trailblazing.

Yet as Biden’s administration begins, there are signs that a new politics is coalescing. When, in his inauguration speech, Biden touted “unity,” he framed it as a national rejection of the dark forces unleashed by his discredited predecessor, not stale Gang of Eight bipartisanship. He takes power at a time when what was once conventional wisdom about deficits, inflation and the proper size of government has fallen apart. That means Biden, who has been in national office since before Reagan’s presidency, has the potential to be our first truly post-Reagan president.

“Biden has a huge opportunity to finally get our nation past the Reagan narrative that has still lingered,” said Representative Ro Khanna, who was a national co-chair of Bernie Sanders’s presidential campaign. “And the opportunity is to show that government, by getting the shots in every person’s arm of the vaccines, and building infrastructure, and helping working families, is going to be a force for good.”

A number of the officials Biden has selected — like Rohit Chopra for the Consumer Financial Protection Bureau, Gary Gensler for the Securities and Exchange Commission and Bharat Ramamurti for the National Economic Council — would have fit easily into an Elizabeth Warren administration. Biden has signed executive orders increasing food stamp benefits, took steps to institute a $15-an-hour minimum wage for federal employees and contractors, and announced plans to replace the federal fleet with electric vehicles. His administration is working on a child tax credit that would send monthly payments to most American parents.

Skowronek told me he’s grown more hopeful about Biden just in the last few weeks: “The old Reagan formulas have lost their purchase, there is new urgency in the moment, and the president has an insurgent left at his back.”

This is the second Democratic administration in a row to inherit a country wrecked by its predecessor. But Biden’s plans to take on the coronavirus pandemic and the attendant economic disaster have been a departure from Obama’s approach to the 2008 financial crisis. The difference isn’t just in the scale of the emergencies, but in the politics guiding the administrations’ responses.

In “A Promised Land,” the first volume of his presidential memoir, Obama described a meeting just before he took office, when the economic data looked increasingly bleak. After an aide proposed a trillion-dollar rescue package, Rahm Emanuel, Obama’s chief of staff, began “to sputter like a cartoon character spitting out a bad meal.” Emanuel, according to Obama, said the figure would be a nonstarter with many Democrats, never mind Republicans. In Obama’s telling, Biden, then vice president, nodded his head in agreement.

Now Emanuel, hated by progressives, has been frozen out of Biden’s administration, and the new president has come out of the gate with a $1.9 trillion proposal. In addition to $1,400 checks to most Americans and an increase in federal unemployment aid to $400 a week, it includes a national $15-an-hour minimum wage, something dismissed as utopian when Bernie Sanders ran on it in 2016.

What has changed is not just the politics but the economic consensus. Recently I spoke to Jared Bernstein, a member of Biden’s Council of Economic Advisers . . .  When Biden was vice president, Bernstein was his chief economic adviser, and he said the meetings he’s in now are very different from those he was in during the last economic crisis.

Back then, Bernstein said, there was a widespread fear that too much government borrowing would crowd out private borrowing, raising interest rates. That thinking, he said, has changed. As Biden told reporters this month, “Every major economist thinks we should be investing in deficit spending in order to generate economic growth.”

It’s not just that the Democratic Party has moved left — the old Reaganite consensus in the Republican Party has collapsed. There’s nothing new about Republicans ignoring deficits — deficits almost never matter to Republicans when they’re in power. What is new is the forthright rejection of laissez-faire economics among populist nationalists like Senator Hawley of Missouri, who joined with Sanders to demand higher stimulus payments to individuals in the last round of Covid relief.

That doesn’t mean we should be optimistic about people like Hawley, who wouldn’t even admit that Biden won the election, helping the new administration pass important legislation. But Republicans are going to have an increasingly difficult time making a coherent case against economic mercy for the beleaguered populace.

“This idea that the inflation hawks will come back — I just think they’re living in an era that has disappeared,” Elizabeth Warren told me.

However popular it is, Biden’s agenda will be possible only if Democrats find a way to legislate in the face of Republican nihilism. They’ll have to either convince moderates to finally jettison the filibuster, or pass economic legislation through reconciliation, a process that requires only a majority vote. Where Congress is stalemated, Biden will have to make aggressive use of executive orders and other types of administrative action. But he has at least the potential to be the grandfather of a more socially democratic America.

A moderate president, says Skowronek, can also be a transformative one. “It’s a mistake to think that moderation is a weakness in the politics of reconstruction,” he said, noting that both Abraham Lincoln and Roosevelt were “viciously” attacked from the left. “Moderation can stand as an asset if it’s firmly grounded in a repudiation of the manifest failure and bankruptcy of the old order. In that sense, moderation is not a compromise or a middle ground. It’s the establishment of a new common sense.”

There is, of course, no guarantee that Biden will fully rise to the moment. Skowronek has always expected that eventually American politics will change so much that the patterns he identified will no longer apply. “All I can say is that so many of the elements, the constellation of elements that you would associate with a pivot point, are in place,” he said. In this national nadir, we can only hope that history repeats itself.

So Much For Unity — U.S. Senate Edition

As part of a good news agenda, I’ve got a post lined up about Bernie Sanders becoming chairman of the Senate’s Budget Committee. Sanders ascends to that powerful position because Kamala Harris is now the vice president and three new Democratic senators were sworn in yesterday. That means the Democrats get 51 votes in case of a tie and the Republicans only get 50.

But as of now, Sanders isn’t chairman of anything. The odious Republican senator from Kentucky, Mitch McConnell, is already up to his old tricks.

You see, the Senate requires something called an “organizing resolution”. According to the Senate’s official site:

At the beginning of a new Congress, the Senate adopts an organizing resolution listing committee ratios, committee membership, and other agreements between the parties on the operation of the Senate. Typically a routine matter approved by unanimous consent agreement, on occasions when the Senate has been closely divided, the organizing resolution has provoked fierce debate.

The Democrats have said they’re willing to organize the Senate the way it was organized the last time there were 50 Democrats and 50 Republicans. That was the situation in 2001, the only difference being that Republicans had the White House, giving them the ability to break ties in their favor.

But organizing the Senate the same way as last time isn’t good enough for Mitch McConnell now that Democrats have the edge. He wants to change the organizing resolution so that the Democrats agree to never require majority rule in the Senate, i.e. to never abolish the  filibuster. That’s the ability of a single Senator to stop vital legislation without even identifying himself in public.

In 2021, if a senator wants to filibuster legislation, they don’t even have to hold the floor by talking for hours, the way an exhausted Jimmy Stewart did in Mr. Smith Goes To Washington.

Today, senators can simply say “No” to a piece of legislation — without even publicly identifying themselves. To override a senator’s filibuster, it takes a supermajority of at least 60 senators (a 60-40 vote). So unless your party has 20 more senators than the opposition, a filibuster can kill important legislation, even though most senators (and a majority of Americans) want it.

So here’s what McConnell is doing: 

McConnell is threatening to filibuster the Organizing Resolution, which allows Democrats to assume the committee Chair positions. It’s an absolutely unprecedented, wacky, counterproductive request. We won the Senate. We get the gavels (Sen. Brian Schatz of Hawaii).

Because of McConnell’s new demand, the U.S. Senate’s organizing resolution is still the one they had last week when the Senate and White House were run by Republicans. That means they’re still in charge of the committees that approve legislation before it can go to the whole Senate for a vote (and before the Senate can approve many of Biden’s nominees). Bernie Sanders and his Democratic colleagues who are supposed to be in charge of those committees are as powerless as they were before the inauguration!

It sounds like Democrats have to agree to keep the filibuster or they (and we) are screwed.

Except for one thing. Kamala Harris can take the gavel whenever she wants. Being Vice President of the United States automatically makes her President of the Senate. And that makes Democratic Senator Charles Schumer of New York the Majority Leader of the Senate, instead of the odious Mitch McConnell. In other words, the Democrats can now tell Mitch McConnell to go to hell if they want to. Whoever is Majority Leader of the Senate gets to control the proceedings, deciding, for example, what legislation the Senate gets to vote on. It’s quite a system.

Of course, the Constitution doesn’t mention the Senate Majority Leader. The Constitution doesn’t even mention political parties. Nor does the Constitution mention the filibuster. Someone who’s written a book about the filibuster and used to work for a Democratic senator explains where the filibuster came from:

The filibuster was not part of the original Senate because the Framers knew exactly how it’d be used — they saw McConnell coming. The filibuster represents Calhoun’s vision, not Madison’s. Calhoun wanted a Senate where the minority could block the majority (Adam Jentleson).

That’s John C. Calhoun, the Southern senator who wanted to protect the South and slavery from the Northern majority.

Calhoun was profoundly racist. He was slavery’s leading defender in the Senate. He argued on the Senate floor that slavery was a “positive good.” And he was motivated to innovate the filibuster by the desire to protect slavery — to give the South veto power. Bad, bad guy.

The filibuster means that, in many cases, you need at least a 60-40 vote to get something done in the Senate.

The de facto supermajority threshold was first forged against civil rights. Jim Crow-era segregationist senators repurposed a 1917 Senate rule to force every civil rights bill to clear a supermajority threshold, blocking them all. Only civil rights bills were blocked in this way.

The authors of the Constitution favored majority rule, except in a few special cases, like overruling a president’s veto or removing a president from office. Mr. Jentleson quotes an article in The New York Times:

The supermajority threshold of today flies in the face of the framers’ intent. They wanted the Senate to be a place where debate was thorough and thoughtful, but limited, and where bills passed or failed on majority votes when it became clear to reasonable minds that debate was exhausted. Originally, Senate rules included a provision allowing a majority to end debate, and an early manual written by Thomas Jefferson established procedures for silencing senators who debated “superfluous, or tediously.” Obstruction was considered beneath them.

The reason the framers set the threshold at a majority is that they wrote the Constitution to replace the Articles of Confederation, which they saw as a disaster because it required a supermajority of Congress to pass most major legislation. As Alexander Hamilton wrote in Federalist 22, the idea that a supermajority encouraged cooperation had proven deceptive: “What at first sight may seem a remedy, is, in reality, a poison.” Rather than encourage cooperation, he prophesied, the effect of requiring “more than a majority” would be “to embarrass the administration, to destroy the energy of the government, and to substitute the pleasure, caprice or artifices” of a minority to the “regular deliberations and decisions of a respectable majority.”

So here we are. The Democrats can now make any rules they want for the Senate and adopt those rules by a 51-50 vote, as long as those rules don’t conflict with the Constitution. They could then pass any legislation they want and get President Biden’s signature on it. That would include things like Biden’s massive Covid relief bill, elements of the Green New Deal and statehood for Washington D.C. and Puerto Rico (giving the Democrats four more votes in the Senate). They could even expand the Supreme Court to cancel out the Republican majority’s ability to find reasonable laws unconstitutional.

Will they use their authority to defang Mitch McConnell, get rid of the filibuster and restore majority rule to the Senate? Before today, it was doubtful, because there are conservative or “traditionalist” Democrats who worry about changing Senate rules (see “Fear vs. the White Male Effect”). Back to Twitter:

The fact that Mitch McConnell can use the filibuster to prevent the majority from taking control of the Senate is a pretty good argument against the filibuster (Dan Pfeiffer).

McConnell makes mistakes and this may have been one. His obstruction playbook relies on stringing Dems along and keeping them believing a bipartisan deal is just around the bend. Filibustering the organizing resolution to prove he won’t filibuster Biden was too clever by half (Adam Jentleson).

Democrats who want to save the filibuster claim it encourages the two sides to work together for the common good. But they’re wrong:

To those who say the filibuster encourages bipartisanship, Hamilton addressed this directly in Federalist 22: “What at first sight may seem a remedy, is, in reality, a poison,” he wrote of a supermajority threshold. It doesn’t encourage cooperation, it encourages obstruction (Jentleson). 

The fact is that the Democrats are the party of Yes and the Republicans are the party of No. It’s time to stop making it so easy for them to say No to the majority, especially today when we face so many crises that require urgent action. 

Relief and Rage

Charles Blow writes an opinion column for The New York Times:

I watched as [he] left the White House on Wednesday, tacky and lacking in grace and dignity — consistent with his life and presidency — and I watched as Joe Biden was inaugurated as the 46th president of America.

I had many feelings as I observed this pageant of customs. The first was the feeling of having — remarkably, improbably — survived a calamity . . .

To be sure, [the former president] has done real and lasting damage to this country. He has tested the rules we thought might constrain a president and found them wanting. He has shown the next presidential hopeful with authoritarian tendencies that authoritarianism can gain a foothold here.

[He] taught us, the hard way, that what we took for granted as inviolable was in fact largely tradition, and traditions are not laws. They have no enforcement mechanism. They are not compulsory.

There is the feeling of releasing resistance, of allowing the tension in the neck to relax and the shoulders to drop. It is the feeling of exhaling. It is the feeling of returning to some form of normalcy — a normal presidency, a normal news cycle, a normal sleep habit. . . .

But then there is also the lingering feelings of disappointment, betrayal and loss of faith.

How is it possible that enough Americans — mostly white, it should be noted — voted for [that person] in the first place, sending him to the White House? And how did he receive the second-highest number of votes in the country’s history in November?

[He] is a racist and a white supremacist. And yet, millions of Americans — again, mostly white — either agreed with his views or were willing to abide them. I know that there will be those who warn that I should just let this go, that holding on to it is “divisive.”

To them I say, “Hell no.” You can’t have a feeling of unity after there was enforcement of a practice of cruelty. There must be acknowledgment and accountability. There must be contrition and repentance.

It is not enough to simply let the co-conspirators and abettors of a white supremacist president quiet down and cool off, biding their time, waiting for the next opportunity for their riotousness and wrath to be unfurled and unleashed.

How is it that people of good conscience and good faith are supposed to make common cause, to find healing and unity, with people who have demonstrated their contempt for the equal humanity of others? Where is the center point between my determination to be free and your determination to contain or constrict that freedom?

I still think about the children separated from their parents at the southern border and the children kept in cages. I think about the [that] administration arguing in court that those children didn’t need toothbrushes or soap or the lights turned out at night so that they could sleep. I still think about all those who died in custody and all those who have not been reunited with their families.

There are many transgressions of the [his] presidency. Some, like the mishandling of the pandemic, have even been far more deadly than the handling of migrant families. But there is something particularly cruel and inhumane about what [he] did to those children in the name of the United States government.

I will never forget that. And I will never forget that tens of millions of Americans were willing to accept that and give [him] a pass on it.

I am happy that [his] administration is now behind us and a new, more normal one is before us, but my relief still mingles with my rage.

The Last Refuge of a Scoundrel?

Those are the words Samuel Johnson uttered on April 7, 1775, according to James Boswell:

Patriotism having become one of our topicks, Johnson suddenly uttered, in a strong determined tone, an apothegm, at which many will start: “Patriotism is the last refuge of a scoundrel”. 

But let it be considered, that he did not mean a real and generous love of our country, but that pretended patriotism which so many, in all ages and countries, have made a cloak for self-interest. 

On the National Mall tonight, thousands of flags represent those of us who won’t be able to attend the new president’s inauguration because of the pandemic. Fifty-six pillars of light represent the fifty states and six territories.
