They’ve Got a Great Name for Voter Suppression and One Party Rule

The Republican National Committee is launching a new panel on election integrity that it says is dedicated to restoring transparency and confidence to future elections.

The RNC announced their new Committee on Election Integrity on Wednesday, sharing the news first with Fox News.

Because everybody is in favor of election integrity.

From Greg Sargent of The Washington Post:

The New York Times has a remarkable new report that exposes the breadth of Republican voter suppression efforts. Party leaders and their conservative allies are seeking to coordinate the passage of bills — in multiple states — designed to make it harder to vote, justified by mythic voter fraud.

For instance, the Times reports, those efforts played a role in a radical package of bills moving forward in Georgia, which includes ending vote-by-mail for most voters and limiting Sunday voting drives, which are heavily utilized by African Americans.

Republican leaders and their allies plan to export statutory language restricting voting to other states, and in many of them, extensive such efforts are already underway.

“The widespread coordination underscores the extent to which the dogma of voter fraud is embedded in the Republican Party,” the Times reports, bluntly noting that the Republican “views its path to regaining a foothold in Washington” through “an intense focus on re-engineering the voting system in states where it holds control.”

The focus-grouped phrase justifying all this is “election integrity.” That’s the name of the new group, run by the Republican National Committee, that is developing more such proposals for export to states.

But [the former president] has already told us what standing for “election integrity” really means: making it harder to vote for the express purpose of making it easier for Republicans to win future elections.

[He] made this explicit during his Conservative Political Action Conference speech. He declared that the Republican must be the party of “election integrity” and that this means reversing efforts to make it easier to vote wherever possible and that this is an “urgent” matter facing the Republican. . . .

Importantly, this is not [their leader] projecting his own corrupt motives on to what Republicans are doing. Rather, it’s that Republicans are acting on precisely that very same [rationale]:

[According to the Times:]

To head its election integrity committee, the Republican National Committee tapped Joe Gruters, the Florida Republican Party chairman who in January used a #stopthesteal hashtag and advertised ways for Republicans to attend the Jan. 6 rally that ended with a riot at the Capitol. . . .

Like nearly all of the Republicans involved in the party’s voter integrity efforts, Mr. Gruters declined to characterize Mr. Biden’s victory as legitimate, despite there being no evidence of widespread fraud and multiple state audits reaffirming the results. “There are a lot of people who have a lot of questions about the 2020 race.”

The call for “election integrity” is now inseparable from the claim that the election was stolen from Trump. That’s a lie, but the fact that so many Republican base voters believe it — which Trump and Republican officials [got them to believe] — is itself the stated justification to continue.

But we are not obliged to pretend that these Republican officials actually believe their lies about the election. Once we liberate ourselves of that notion, the plain truth comes into view: The same justification used to incite an effort to violently subvert the 2020 election’s conclusion is now being used to manipulate future elections, by preventing as many Democratic-aligned voters, untold numbers of them African American, from voting as possible. . . .

Unquote.

Choosing a positive phrase to describe a blatant power grab is a great bit of marketing. Journalists will tend to adopt the Republican terminology, just like the authors of the Times article when they refer to the “election integrity committee” and “the party’s voter integrity efforts” in the quote above. We need to keep in mind that, in this case, “election integrity” means stuff like making it a crime in Georgia to give food or water to voters standing in line for hours to vote because there are so few polling places in their neighborhoods.

Not 1930s Germany, But 1820s Britain

Prof. Corey Robin, author of The Reactionary Mind, doesn’t see our former president as a political strongman, the harbinger of an American brand of fascism. He sees the Republican Party using the Constitution to hold the line against the majority’s desire for progress, and therefore truly conservative. From The New Yorker:

. . . Fascism called the young to the cause of novelty and creation. Today’s right is nothing like that. It is an artifact of the world’s most ancient and extant legal order, holding on to the Constitution, and the institutions it authorizes, for dear life. . . .

. . . Seeking to counter their waning position, the Republican Party and the conservative movement have come to depend upon three pillars of counter-majoritarian rule: the Senate, the Electoral College, and the Supreme Court. These institutions are not authoritarian or fascist—indeed, they are eminently constitutional—but they are antidemocratic. They are also mainstays of the right. In a remarkable statement, now forgotten, issued three days before January 6th, seven conservative members of the House warned their colleagues that [Republican] presidential candidates have

depended on the electoral college for nearly all presidential victories in the last generation. If we perpetuate the notion that Congress may disregard certified electoral votes—based solely on its own assessment that one or more states mishandled the presidential election—we will be delegitimizing the very system that led [our party] to victory in 2016, and that could provide the only path to victory in 2024.

The current moment is less reminiscent of the last days of Weimar than of Britain in the years before the Reform Act of 1832. With a scheme of representation dating back to the twelfth century, Parliament was the playground of grandees from rural and sparsely populated regions of the South. Growing cities in the Midlands and the North had no representation at all.

Standing atop this “aristocracy of mere locality,” in the words of the historian and Whig politician Thomas Macaulay, were the Tories. For six decades, virtually without interruption, they leveraged this Senate-like system of rotten boroughs to keep the Whigs out of power, enabling an increasingly isolated group of aristocrats and gentry to maintain their privileges. While “the natural growth of society went on” among the middle classes and in the cities, Macaulay said, “the artificial polity continued unchanged.”

Other features of this system will sound familiar. Polling places were few and far between; one of the leading items on the reform agenda was to increase their number. Electoral laws were so byzantine, and generated results so murky, that an army of well-paid lawyers was on the payroll for years, sorting out the returns and arguing over their validity. The “artificial polity” kept politics frozen in time, discouraging both parties from taking up vital economic questions of the day, and preventing new social forces and the partisan realignment that was eventually to come . . .

American Politics Today: A Case Study

One America News Network (OAN, not OANN) is where you go for “news” when you think Fox has become way too liberal. Somebody posted this screenshot today:

Yes, we all remember how the former president “went and fought every weather crisis”, like that time after Hurricane Maria when he personally launched paper towels — or was it toilet paper? — to a roomful of Puerto Ricans and then decided to delay millions of dollars in financial aid.

So why is that cowardly weakling Joe Biden “hiding in his basement”? Biden may have immediately declared a state of emergency in Texas and authorized the federal government to send generators and other supplies, and and he may have spoken to Gov. Abbott yesterday:

President Joseph R. Biden, Jr. spoke this evening with Texas Governor Greg Abbott about the severe winter weather situation facing central and southern parts of the United States, including Texas. [He] conveyed his support to the people of Texas [and] reiterated that the federal government will continue to work hand-in-hand with state and local authorities in Texas to bring relief and address the critical needs of the families affected. He also shared his intentions to instruct additional federal agencies to look into any immediate steps that could be taken to support Texans at this time. The President also expressed that his administration was at the ready should the State of Texas or any other impacted region need additional federal disaster support or assistance as severe storms move across the US.

But what has Biden done for Texas lately? Damn liberals.

Meanwhile, Paul Krugman of The New York Times tells what occurred after the disaster struck:

For a while, the politics surrounding the power outages that have spread across Texas looked fairly normal. True, the state’s leaders pursued reckless policies that set the stage for catastrophe, then tried to evade responsibility. But while their behavior was reprehensible, it was reprehensible in ways we’ve seen many times over the years.

However, that changed around a day after the severity of the disaster became apparent. Republican politicians and right-wing media, not content with run-of-the-mill blame-shifting, coalesced around a malicious falsehood instead — the claim that wind and solar power caused the collapse of the Texas power grid, and that radical environmentalists are somehow responsible for the fact that millions of people were freezing in the dark, even though conservative Republicans have run the state for a generation.

This wasn’t normal political malfeasance. It’s the energy-policy equivalent of claiming that the Jan. 6 insurrection was a false-flag Antifa operation — raw denial of reality, not just to escape accountability, but to demonize one’s opponents. . . . 

Like many states, Texas has a partly deregulated electricity market, but deregulation has gone further there than elsewhere. In particular, unlike other states, Texas chose not to provide power companies with incentives to install reserve capacity to deal with possible emergencies. This made power cheaper in normal times, but left the system vulnerable when things went wrong.

Texas authorities also ignored warnings about the risks associated with extreme cold. After a 2011 cold snap left millions of Texans in the dark, the Federal Energy Regulatory Commission urged the state to winterize its power plants with insulation, heat pipes and other measures. But Texas, which has deliberately cut its power grid off from the rest of the country precisely to exempt itself from federal regulation, only partially implemented the recommendations.

And the deep freeze came.

While Texas’s Republican governor was blaming wind power, other state officials admitted that power plants and pipelines that deliver natural gas were the main source of the problem. (Besides which, wind turbines operate in places like Norway and Greenland all winter without breaking down.)

The Washington Post describes what actually happened this week:

Wind accounts for just 10 percent of the power in Texas generated during the winter. And the loss of power to the grid caused by shutdowns of thermal power plants, primarily those relying on natural gas, dwarfed the dent caused by frozen wind turbines, by a factor of five or six.

As the cold hit, demand for electricity soared past the mark that ERCOT [the Electric Reliability Council of Texas] had figured would be the maximum needed. But at a moment when the world is awash in surplus natural gas, much of it from Texas wells, the state’s power-generating operators were unable to turn that gas into electricity to meet that demand.

In the single-digit temperatures, pipelines froze up because there was some moisture in the gas. Pumps slowed. Diesel engines to power the pumps refused to start. One power plant after another went offline. Even a reactor at one of the state’s two nuclear plants went dark, hobbled by frozen equipment.

Krugman (who knows the answer) asks, therefore, “Why, then, the all-out effort to falsely place the blame on wind power?”

The incentives are obvious. Attacking wind power is a way for both elected officials and free-market ideologues to dodge responsibility for botched deregulation; it’s a way to please fossil fuel interests, which give the vast bulk of their political contributions to Republicans; and since progressives tend to favor renewable energy, it’s a way to own the libs. And it all dovetails with climate change denial.

But why do they think they can get away with such an obvious lie? The answer, surely, is that those peddling the lie know that they’re operating in a post-truth political landscape. When two-thirds of Republicans believe that Antifa was involved in the assault on the Capitol, selling the base a bogus narrative about the Texas electricity disaster is practically child’s play.

Greg Sargent of the Post concludes:

No doubt many Republicans expressing outrage at the failures producing this disaster — and calling for accountability and reform — are sincere in their intentions, though we’ll see how long those demands persist.

But it’s painfully obvious that in an important larger sense, many aspects of their reaction to the Texas calamity do indeed demonstrate the future they want.

It’s a future in which the default response to large public problems will be to increasingly retreat from real policy debates into an alternate information universe, while doubling down on scorched-earth distraction politics and counter-majoritarian tactics to insulate themselves from accountability. . . .

The thing is that Abbott knows renewable energy isn’t to blame. Elsewhere, he has admitted that natural gas and coal failures played a key role. Yet the lure of retreating into the Fox News universe — and spewing nonsense he knows will resonate there — is irresistible.

When a politician’s fundamental purposes in public life are to pursue power and maintain the economic and cultural status quo, it’s easy to lie with a clear conscience. As Gen. Sherman once said:

The lust for Power in political minds is the strongest passion of Life, and impels Ambitious Men to deeds of infamy.

Ready To Be Led

One of today’s hot topics, in addition to the future of the Republican Party, is why millions of people who live in democracies are willing to be led by a Dear Leader. Below are three contributions to the discussion.

From The New York Review of Books: “Democracy’s Demagogues” 

In 1917, when Europe seemed to lie in ruins, Max Weber wrote an influential essay with the misleadingly dull title “Parliament and Government in a Reconstructed Germany.” In it he drew attention to the outbreak of “Caesarism” in nineteenth-century Europe, taking Otto von Bismarck as the prime example of a modern Caesar for Germany (and indeed for the entire continent). How brilliantly, according to Weber, the old Junker had reduced Parliament to a rubber stamp, what devastating use he had made of emergency legislation and popular appeals, how ruthlessly he had expanded the power of Germany and consolidated his own.

You might think that Weber goes on to tell us what a harmful thing this modern Caesarism is and how Parliament and the rule of law must be strengthened as bulwarks against its perils. And he does, but then he starts off on a new and more disquieting tack. Isn’t it possible, he muses, that demagoguery is actually inherent in modern democratic suffrage, just as it was in Periclean Athens? Apart from demagogos, ancient Greek had a dozen other words to describe “people-flattery” of one sort or another. Surely mass democracy had a tendency to Caesarism:

Every kind of direct popular election of the supreme ruler and, beyond that, every kind of political power that rests on the confidence of the masses and not of parliament…lies on the road to these “pure” forms of Caesarist acclamation. In particular, this is true of the position of the President of the United States, whose superiority over parliament derives from his (formally) democratic nomination and election.

When traveling the United States in the election year of 1904, Weber had been much impressed by Teddy Roosevelt’s boisterous campaigning style.

The miracle ingredient by which the demagogos acquires and retains power is what Weber calls “charisma.” It is Weber who first borrowed from the Epistles of Saint Paul the Greek word for “the gift of God’s grace” and gave it a new, entirely secular twist. But even his use of the term retains a heaven-sent aura. The man with charisma is “meant to be.” He comes to fulfill the destiny of the nation; he is the Man on the White Horse in the Book of Revelation. Hegel wrote, when he caught sight of Napoleon riding through Jena the day before the great battle against the Prussian army in 1806, that he had just seen “this World-Soul riding out of town.” That’s charisma.

Curiously then, Weber, this infinitely thoughtful and skeptical observer of human affairs, had come to agree with the mountebank Napoleon III—who named himself emperor of France in 1852—that “the nature of democracy is to personify itself in a man.” When he was consulted about the writing of the Weimar Constitution in 1918–1919, he proposed the direct election of the German president. Charismatic leadership by a single man, he maintained, was essential to cement the people’s loyalty and persuade them to accept the dull impersonal weight of modern bureaucracy, which was both universal and inescapable. Yes, there must also be vigorous political parties and accountability to Parliament. But a dollop of charisma was indispensable.

This might be described as the Weber Wobble, and an apparent exception to the general thesis for which he is celebrated: that the modern world is characterized by a turning away from magical ways of thinking, the once-for-all Entzauberung, or disenchantment. He recognized the necessity of charisma, but he remained uneasy and suspicious of it. He died a year later, in 1920, of the Spanish flu during the great pandemic, aged only fifty-six. If he had lived a couple of years longer, to witness Mussolini’s March on Rome, he would have been uneasier still.

In Men on Horseback, David A. Bell, a professor of history at Princeton, takes Weber’s conjecture a stage further. Democracies, he points out, are particularly suspicious of charismatic leaders:

Yet, paradoxically, the longing for such leaders acquired new importance, and a distinct new shape, during the very same period that witnessed the first stirrings of modern democracy: the eighteenth and early nineteenth centuries.

It was during that period of extraordinary intellectual ferment and then in the great revolutions that washed across much of the Western world between 1775 and 1820 that the powerful forms of political charisma we are familiar with today emerged. The coming of democracy transformed the relationship between the people and their leaders, and the personal magnetism of the leader electrified that relationship. Far from representing a backsliding toward older forms of government, the new Caesar, adored by the masses and personifying the new nation, was intrinsic to the modern world.

In fact, one might argue, it is only in our own time that we can see most clearly how it all works. The leader’s rallies, his broadcasts, his photo opportunities, his tweets—these do not simply decorate the serious business of governing; they are part and parcel of it. True, in the past and perhaps in the present too, charismatic leaders have often threatened constitutional orders, but they were crucial to the initial creation of those orders, not only by engineering the rupture with the ancien régime but also by bonding the public to this strange new world. The charismatic leader breaks the rules not just because, he claims, the rules are harmful to the people, but because breaking the rules shows that he has charisma; he is beyond good and evil, and beyond a lot of other boring stuff too. . . . 

From Scientific American: “The Shared Psychosis of [a Leader] and His Loyalists”

The violent insurrection at the U.S. Capitol Building last week, incited by [the nation’s president], serves as the grimmest moment in one of the darkest chapters in the nation’s history. Yet the rioters’ actions—and [their leader’s] own role in, and response to, them—come as little surprise to many, particularly those who have been studying the president’s mental fitness and the psychology of his most ardent followers since he took office.

One such person is Bandy X. Lee, a forensic psychiatrist and president of the World Mental Health Coalition. . . . Scientific American asked Lee to comment on the psychology behind [the president’s] destructive behavior, what drives some of his followers—and how to free people from his grip . . .

Scientific American: What attracts people to [him]? What is their animus or driving force?

Lee: The reasons are multiple and varied, but in my recent public-service book, Profile of a Nation, I have outlined two major emotional drives: narcissistic symbiosis and shared psychosis. Narcissistic symbiosis refers to the developmental wounds that make the leader-follower relationship magnetically attractive. The leader, hungry for adulation to compensate for an inner lack of self-worth, projects grandiose omnipotence—while the followers, rendered needy by societal stress or developmental injury, yearn for a parental figure. When such wounded individuals are given positions of power, they arouse similar pathology in the population that creates a “lock and key” relationship.

“Shared psychosis”—which is also called “folie à millions” [“madness for millions”] when occurring at the national level or “induced delusions”—refers to the infectiousness of severe symptoms that goes beyond ordinary group psychology. When a highly symptomatic individual is placed in an influential position, the person’s symptoms can spread through the population through emotional bonds, heightening existing pathologies and inducing delusions, paranoia and propensity for violence—even in previously healthy individuals. The treatment is removal of exposure. . . . 

From conservative columnist Michael Gerson of The Washington Post: “The Rot Has Reached the Roots”

The dominant note of the day was . . . cowardice. The case presented by the House impeachment managers was so compelling and overwhelming that the extent of Republican cravenness was highlighted in neon. Republicans who knew better tried to hide behind thin technicalities. And most Republican senators did not seem to know better. In the end, we witnessed a historic collapse of moral and political leadership. And it was no less tragic for being expected. . . .

If T___pism were merely a set of proposals, there could be an antithesis. But the movement fully revealed by the Jan. 6 invasion of the U.S. Capitol is united by a belief that the White, Christian America of its imagination is on the verge of destruction, and that it must be preserved by any means necessary. This is less a political philosophy than a warped religious belief. There can be no compromise in a culture war. There can be no splitting of differences at Armageddon.

What has emerged within the Republican Party is a debate on the value of democracy itself. In the traditional American view, the democratic process has an essential nobility. It does not always produce the results we seek, yet, in the long run, it protects the rights we value. But the T___pian view of democracy is purely instrumental. With the stakes of politics so high — with socialists, multiculturalists and child rapists (as the QAnon fabulists would have it) intent on destroying American society — outcomes are the only things that really matter. Not truth. Not civility. Not electoral procedure. Just the gaining and maintenance of power.

A loss of faith in democratic structures does not lead to anarchy. It leads people to invest their hopes in someone who promises to defend their fragile way of life. In a January 2020 survey published in the Proceedings of the National Academy of Sciences, more than half of Republicans agreed that “the traditional American way of life is disappearing so fast that we may have to use force to save it.” More than 40 percent agreed that “a time will come when patriotic Americans have to take the law into their own hands.” This is as close as political theory comes to a mathematical principle: Tribalism plus desperation equals authoritarian thinking.

From one perspective, it is absurd that so many Americans have invested their hopes for the preservation of civilization in a fool. But [he] has been effective in promoting the tribalism of White grievance, as well as desperation about the fate of America. And, unlike any other president, he was happy to step into an authoritarian role, attempting to maintain power through intimidation and violence.

Can the [Republican Party] really have a productive debate between people who believe in democracy and those who have lost patience for it? Between those who view politics as a method to secure rough justice in a fallen world, and those who view it as a holy crusade against scheming infidels? Between those who try to serve conservative political ideals and those who engage (in [Senator] Sasse’s immortal words) in “the weird worship of one dude”?

As it stands, I am skeptical. There are scattered outposts of Republican sanity . . . But in most of the [party], the rot has reached the roots.
