What’s So Hard About Consciousness? (With More Words Than Usual)

Some philosophers call it “the hard problem”. Here’s how Norwegian philosopher Hedda Hassel Mørch describes it:

The nature of consciousness seems to be unique among scientific puzzles. Not only do neuroscientists have no fundamental explanation for how it arises from physical states of the brain, we are not even sure whether we ever will….

Our brains do not merely seem to gather and process information. They do not merely undergo biochemical processes. Rather, they create a vivid series of feelings and experiences, such as seeing red, feeling hungry, or being baffled about philosophy. There is something that it’s like to be you, and no one else can ever know that as directly as you do.

Consider the colored objects below. Scientists can describe what happens when a person sees them. They can tell you why the color of a tomato is more like the color of an orange than a lemon. They can point out that if you mix red and yellow light, you’ll get orange. They can use words and numbers to say what’s happening as light is reflected into your eyes and impulses are transmitted along your optic nerves. 

 

But scientists cannot express or capture how any of these colors look when they, or you, or I see them. Words and numbers aren’t up to the task! The best anyone can do is show you examples. See, this is red! 

Consider how the word “red” is defined in dictionaries. Merriam-Webster says “red” means “of the color red”. Not terribly helpful. Consider how Wikipedia introduces its article on “Red”:

Red is the color at the longer-wavelengths end of the spectrum of visible light next to orange, at the opposite end from violet. Red color has a predominant light wavelength of roughly 620–740 nanometers. 

That would be helpful in some circumstances, but the Wikipedia writers added color pictures of strawberries, a cardinal and the Chinese flag to make things perfectly clear. That’s because pointing out examples is the best way, in one sense the only way, to express the meaning of a word like “red”. That, by the way, is called an “ostensive” definition. When language won’t do the trick, show an example. 

The same difficulty applies to the way a violin sounds, the way roses smell and the way tickles tickle. There is something elusive about the way the world appears. There is something incommunicable about experience. Another way of saying this is that the contents of consciousness are a first-person phenomenon. Science as the formal study of the world can describe and explain what’s happening when you hear a violin from a third-person perspective, but the particular sound you hear is beyond words or numbers. There is something about being a person, what it’s like to be a person (or a bat), that has to be experienced firsthand.

Hmm.

Okay, well, that’s interesting. But I’m tempted to say: so what?

That hasn’t been the usual reaction in the history of Western philosophy. Many philosophers have drawn big conclusions from the scientific elusiveness of consciousness. Here, for instance, is Thomas Nagel writing in an exchange of letters a few months ago (he is the author of the famous philosophy paper “What Is It Like to Be a Bat?”):

I do not deny that patterns of neural activation cause experience. What I doubt is that patterns of neural activation alone constitute or are experience—if neural activation is a purely physical process.

The mind-body problem that exercises … me is a problem about what experience is, not how it is caused. The difficulty is that conscious experience has an essentially subjective character—what it is like for its subject, from the inside—that purely physical processes do not share. Physical concepts describe the world as it is in itself, and not for any conscious subject…. But if subjective experience is not an illusion, the real world includes more than can be described in this way.

I agree … that “we need to determine what ‘thing,’ what activity of neurons beyond activating other neurons, was amplified to the point that consciousness arose”. But I believe this will require that we attribute to neurons, and perhaps to still more basic physical things and processes, some properties that in the right combination are capable of constituting subjects of experience like ourselves, to whom sunsets and chocolate and violins look and taste and sound as they do. These, if they are ever discovered, will not be physical properties, because physical properties, however sophisticated and complex, characterize only the order of the world extended in space and time, not how things appear from any particular point of view.

Nagel accepts that patterns of neural activation cause consciousness, but he doesn’t think they constitute consciousness. I think he has two reasons for saying this. The first is what we’ve been considering so far: consciousness has properties (“raw feels”) that cannot be captured by science. The second is that neural activation is physical – it occurs in space and time – but, according to Nagel, consciousness doesn’t.

His conclusion is that consciousness is a mental phenomenon that somehow stands apart from the rest of the universe. Our experience is supposedly a special kind of “stuff” that’s somehow separate from the physical world of quantum fields, waves and particles. (How events in space and time can make something happen that isn’t in space or time has always been a problem for positions like Nagel’s. Another philosopher, Daniel Dennett, says it would be a miracle.)

My own view is that patterns of neural activation don’t cause consciousness. Nor are they correlated with consciousness. Instead, certain patterns of neural activity are consciousness. In other words, consciousness is having certain kinds of neural activity.

If consciousness is a certain kind of activity in one’s brain, that kind of activity in one’s brain doesn’t cause consciousness. That’s because a phenomenon cannot cause itself, so saying there is a causal relationship between particular kinds of neural activation and consciousness implies that they are separate phenomena. Nor are such patterns of neural activity correlated with consciousness, because, again, saying that two series of events are correlated implies that they are separate phenomena. But having various patterns of neural activity occurring in your brain can be and is consciousness.

This isn’t to deny that there are correlations of a sort. When a scientist or technician measures or records someone’s brain activity (or even their own), they are collecting data from an outside, third-person perspective, i.e. the perspective of the equipment that does the measuring or recording. Looking at the data that’s gathered, we can say there is a correlation between the data and the subject’s consciousness.

But we shouldn’t go on to say that the patterns of neural activity detected in the brain are correlated with the subject’s conscious experience. That would imply that the neural activity stands apart from the conscious experience, when they’re really the same phenomenon talked about in two different ways or considered from two different perspectives (i.e. the third person “outside” perspective and the first-person “inside” point of view). 

This view is known as the “identity” theory. To me it seems obvious. Consciousness is brain activity. Certain brain activity is consciousness.

Not so fast, however. How can consciousness and having appropriate brain activity be the same? Don’t “they” have different properties? I don’t think so.

Until there is reason to think otherwise, consciousness should be viewed as a physical process that occurs in the brain. Since the brain is in space and time, so is consciousness. When a person is conscious, they are presented with a phenomenal field, a set of representations, including three-dimensional sights (for most of us) and corresponding sounds (for most of us) and smells, tastes and feelings, as well as thoughts (for most of us). Some of these representations have properties like being red or sweet. These properties belong to the components of the phenomenal field. Another way of saying this is that these properties belong to the experience of having certain brain activity.

Of course, if you were to somehow travel around inside a conscious person’s brain, you wouldn’t see any redness or taste any sweetness. Nor would you find any movie screens or loudspeakers. The most you’d observe would be nerve cells, electrical impulses and chemical reactions with their own distinctive properties. You certainly wouldn’t detect the person’s phenomenal field as the person experiences it.

But if enough of those nerve cells, electrical impulses and chemical reactions are functional, a phenomenal field is present. There is consciousness occurring in there with its various properties, by virtue of the fact that having certain patterns of neural activation is enough for consciousness to occur. (As far as we know, it’s also necessary for consciousness to occur.)

Does this mean that we are only conscious of what’s going on in our brains? In one sense, yes, because that’s where the physical phenomenon of consciousness takes place. In another sense, however, and the most important sense, no, not at all. It’s reasonable to believe that consciousness evolved to help us make our way in the world, partly by representing the world to us. Our conscious experience of the world is damned good, in fact phenomenally good, when you think about it.

In fact, it’s so good that we don’t ordinarily have to think about it at all. We just use it to get around, rather like we use maps, photographs, recordings and other representations. Someone shows you a picture of Miami and asks if you’ve ever been there. Do you say “Yes” or “No” or “What do you mean? Have I ever been in that photograph in your hand?” If you’re not being a smart ass, you’ll answer “Yes” or “No”, because that’s how representations work.

In similar fashion, if someone asks you if you want the banana lying on the table, do you say “Yes” or “No” or “What do you mean? Do I want the portion of my visual field that is mostly yellow with a little bit of brown and green?” Saying “Yes” or “No” is the natural way to respond. It’s true that you can’t keep your consciousness in your glove compartment or put it on Facebook. Plus, your consciousness is what makes it possible to use those other kinds of representations. Consciousness doesn’t represent the world in the same way that maps and photographs do. But in addition to helping us think about the world, remember the past and imagine the future, consciousness also helps us observe and navigate the world, like less simple representations do. 

So that’s what I think about consciousness. Understanding how or why consciousness happens in human and animal brains is a major challenge for scientists who study brains, but it isn’t “the hard problem” most philosophers make it out to be.o-142765670-facebook

If Only His Words Meant a Damn Thing

I wrote about the Republican healthcare bill earlier today:

Assuming logic and morality don’t win the day, and simple majorities pass the bill in both houses, it will go to the President. If that sleazeball cares what’s in the bill, he’ll veto it, since it won’t be anything like the health care bill he promised. But we know how much we can count on him.

What he’s promised:

No one will lose coverage. There will be insurance for everybody. Healthcare will be a “lot less expensive” for everyone — the government, consumers, providers….

“We’re going to have insurance for everybody,” Trump said in an interview with The Washington Post. “There was a philosophy in some circles that if you can’t pay for it, you don’t get it. That’s not going to happen with us.”…

As his run for president took shape, candidate Trump boasted via Twitter, “I was the first & only potential GOP candidate to state there will be no cuts to Social Security, Medicare & Medicaid”

Of course, a few weeks ago he celebrated the passage in the House of the AHCA (or Trumpcare), the legislation that would break all those promises!

So it was interesting to see this report later in the afternoon:

WASHINGTON (AP) — President Donald Trump told Republican senators Tuesday that the House-passed health care bill is “mean” and urged them to craft a version that is “more generous,” congressional sources said.

The president’s comments, at a White House lunch with 15 GOP senators, came as Senate Republican leaders’ attempts to write their own health care package have been slowed by disagreements between their party’s conservatives and moderates [i.e. the radicals and conservatives].

Trump’s remarks were a surprising critique of a Republican-written House measure whose passage he lobbied for and praised. At a Rose Garden ceremony minutes after the bill’s narrow House passage, Trump called it “a great plan.”

His comments also seemed to undercut efforts by Senate conservatives radicals to include restrictions in their chamber’s bill, such as cutting the Medicaid health care program for the poor and limiting the services insurers must cover. Moderate Conservative GOP senators have been pushing to ease those efforts.

The sources say the president did not specify what aspects of the bill he was characterizing….

One source said Trump called the House bill “mean, mean, mean” and said, “We need to be more generous, more kind”. The other source said Trump used a vulgar phrase to describe the House bill and told the senators, “We need to be more generous.”

It’s extremely unlikely that DT will know or care what’s in the bill he’s given to sign, and even less likely that he would veto it.

If we’ve learned nothing else since the election, it’s that his words don’t mean a damn thing. The Executive Branch of our government is being run by someone you wouldn’t trust to feed your cat or water your lawn.

“An Act of Both Unconscionable Heartlessness and Epic Cowardice”

From Greg Sargent, “How the Republican Coward Caucus Is About to Sell Out Its Own Constituents — In Secret” (The Washington Post):

The fate of the American health care system now rests with a group of allegedly “moderate” senators, who are getting ready to approve a bill to repeal the Affordable Care Act, a repeal bill so monumental in its cruelty that they feel they have no choice but to draft it in secret, not let the public know what it does, hold not a single hearing or committee markup, slip it in a brown paper package to the Congressional Budget Office, then push it through to a vote before the July 4th recess before the inevitable backlash gets too loud.

“We aren’t stupid,” one GOP Senate aide told Caitlin Owens — they know what would happen if they made their bill public. Even Republican senators who aren’t part of the 13-member working group crafting the bill haven’t been told exactly what’s in it.

Today, we learned that in a break with longstanding precedent, “Senate officials are cracking down on media access, informing reporters on Tuesday that they will no longer be allowed to film or record audio of interviews in the Senate side hallways of the Capitol without special permission.” Everyone assumes that it’s so those senators can avoid having to appear on camera being asked uncomfortable questions about a bill that is as likely to be as popular as Ebola….

This is how a party acts when it is ashamed of what it is about to do to the American people. Yet all it would take to stop this abomination is for three Republicans to stand up to their party’s leaders and say, “No — I won’t do this to my constituents.” With only a 52-48 majority in the Senate, that would kill the bill. But right now, it’s looking as though this Coward Caucus is going to be unable to muster the necessary courage.

To understand the magnitude of what they’re doing, let’s focus on Medicaid, because it was supposed to be a sticking point on which some senators wouldn’t budge, particularly those whose states accepted the ACA’s expansion of the program. But according to various reports, the moderates have already caved….

Last week The Hill reported that [Sen. Capito of West Virginia] now supports eliminating the expansion after all — just doing it over seven years instead of the three years that the House bill required. The Charleston Gazette-Mail in Capito’s home state noted that Capito had said she didn’t want to drop all those West Virginians off a cliff, but “Instead, she would drop them off a cliff on the installment plan — around 25,000 per year for seven years.”

Or how about Ohio’s Rob Portman? In his state, 700,000 people gained insurance as a result of the Medicaid expansion. He drafted a letter to Majority Leader Mitch McConnell stating his opposition to the House bill because it didn’t protect those who gained insurance from the expansion. Now Portman also wants to phase out the expansion over seven years….

It’s important to know that the Medicaid question isn’t just about the millions who would lose coverage if the expansion is eliminated. Paige Winfield Cunningham reports today that Senate Republicans are considering even deeper cuts to Medicaid than the $880 billion the House bill slashed out of the program. They’d pay for the slower elimination of the expansion by cutting money out of the existing program, so they could get rid of all of the ACA’s tax increases — which mostly affected the wealthy. In other words, they want to cut Medicaid to give a tax break to rich people.

Just as critical, they want to end Medicaid’s status as an entitlement, meaning that the program wouldn’t cover everyone who’s eligible. States would get a chunk of money to spend, and if more people turned out to need coverage, tough luck for them. The states would be offered “flexibility,” which in practice would mean permission to kick people off the program and cut back on benefits. And don’t think this is just about poor people — over half of Medicaid dollars go to the elderly and disabled. That means that they aren’t just undoing the ACA; they’re making things substantially worse for tens of millions of America’s most vulnerable citizens than they were even before the ACA passed.

And they’re hoping they can do all this before anyone realizes what they’re up to, making this an act of both unconscionable heartlessness and epic cowardice. Their efforts to hide what they’re doing show that they are still capable of feeling some measure of shame. But it might not be enough to stop them.

All is not necessarily lost, since making it easier for relatively evil Republicans to vote Yes on the bill should make it harder for purely evil Republicans to vote Yes. So maybe the bill won’t make it out of the Senate. 

Assuming, however, that it passes the Senate, the bill will go to a conference with the House Republicans. Since the average House Republican is even more evil than the average Senate Republican, the bill could run into trouble in the conference. If the members of the conference can’t agree on the final language of the bill, it will die there. But it’s more likely that a final version of the bill will be sent back to the House and Senate for a vote.

That’s when all the Representatives and Senators (even the Democrats!) will get a chance to have their say on the bill. Assuming logic and morality don’t win the day, and simple majorities pass the bill in both houses, it will go to the President. If that sleazeball cares what’s in the bill, he’ll veto it, since it won’t be anything like the health care bill he promised. But we know how much we can count on him.

Even though we don’t know what will be in the final product (assuming there is one), it isn’t too soon to tell our members of Congress what we think of this monstrosity. There is no point in complaining to House Democrats, of course, since they have zero influence. But Senate Democrats can be encouraged to slow the process in the Senate as much as possible. As for Republican members of Congress, they deserve to be reminded that fewer than 20% of Americans approve of the Republican proposal (based on the last time they got a look at it) and there’s an election in 2018.

King Donnie the Deplorable Puts On a Show

Mao Zedong, formerly known to most of us as Mao Tse-Tung, was known to the Chinese people as Chairman Mao, but also as the Great Leader, the Great Teacher and the Great Helmsman, among other appellations. Next to Mao, North Korea’s “Dear Leader” Kim Jong-il seems rather modest. Hitler was officially known as Führer und Reichskanzler (“Leader and Chancellor of the Reich”). Mussolini was informally known as il Duce (the Leader). 

In the New York City tabloids, the Orange Menace used to be known as The Donald. Perhaps he’s satisfied now with simply being the President, the Commander-in-Chief  and (with due sarcasm) the Leader of the Free World. But if today’s meeting of the cabinet offers a clue, there’s at least a Blessed Leader or Master of All He Surveys in his (and our) future.

According to White House reporter John Harwood of CNBC, the President opened the proceedings just how you’d expect:

He began with an opening statement laced with the sort of wild, self-congratulatory boasts that are his trademark. 

“Never has there been a president, with few exceptions … who has passed more legislation, done more things,” Trump declared, even though Congress, which is controlled by his party, hasn’t passed any major legislation.

He hailed his plan for the “single biggest tax cut in American history,” even though he hasn’t proposed a plan and Congress hasn’t acted on one. He said “no one would have believed” his election could have created so many new jobs over the past seven months (1.1 million), even though more jobs (1.3 million) were created in the previous seven months.

Typically, a president’s initial comments mark the end of on-camera coverage of White House Cabinet meetings, with administration aides then escorting members of the small press “pool” out of the room. But Trump invited reporters to remain as he called on his senior-most advisers to “go around, name your position” and say a few words about the administration’s work.

Later, on Twitter, Harwood wrote: “In covering [the White House] over 4 decades, I’ve never seen a [President of the US] elicit flattery from aides like Trump today”.

According to The Washington Post:

… White House Chief of Staff Reince Priebus spoke up to thank Trump “for the opportunity and blessing that you’ve given us to serve your agenda and the American people.”

Priebus said he was offering words on behalf of everyone in the room. But one by one, pretty much everyone else seated around the table took the opportunity to lavish their leader with praise, too, as the media looked on.

“It’s an honor to be able to serve you,” said Attorney General Jeff Sessions.

“I am privileged to be here,” said Labor Secretary Alexander Acosta. “Deeply honored.”

“What an incredible honor it is to lead the Department of Health and Human Services at this pivotal time under your leadership,” Tom Price, secretary of that department, added when it was his turn to speak. “I can’t thank you enough for the privileges you’ve given me and the leadership that you’ve shown.”

Brian Beutler of The New Republic described it a more subjectively:

[He] assembled his entire cabinet at the White House on Monday, and, in a display of dominance and humiliation like none I’ve seen in an advanced democracy, invited everyone in attendance to go around the table praising Dear Leader before the press corps. The whole creepy-bordering-on-obscene spectacle lasted about 11 minutes.

Transportation Secretary Elaine Chao looks like she’s been taken hostage, Defense Secretary Jim Mattis (the only one who didn’t essentially swear loyalty to Trump) is clearly pissed, and White House Chief of Staff Reince Priebus sounds desperate to keep his job (reportedly, he is). 

It’s been clear for years that everyone who agrees to work for Trump eventually abases themselves, but it usually isn’t as plain as it is here, with multiple supplicants surrounding him, essentially being ordered to humiliate themselves.

Remember how King Lear begins? The old guy meets his daughters and asks “Which of you shall we say doth love us most?” Goneril goes first:

Sir, I love you more than words can wield the matter;
Dearer than eye-sight, space, and liberty;
Beyond what can be valued, rich or rare…

Cordelia doesn’t have much to say, but Regan does:

I profess myself an enemy to all other joys,
Which the most precious square of sense possesses;
And find I am alone felicitate
In your dear highness’ love.

Of course, Lear proceeds to lose his mind and eventually drops dead from all the stress he’s endured. If only life in Washington was that simple.

A Walk on the Wild Side by Nelson Algren

Nelson Algren grew up in working-class neighborhoods in Chicago, won the very first National Book Award for fiction for his 1949 novel The Man with the Golden Arm, and was Simone de Beauvoir’s lover. Among other things, he also wrote a long essay with the cool title Chicago: City on the Make. It upset the city’s elite. 

I started reading The Man with the Golden Arm recently, but found the Chicago slang difficult to follow, so I moved on to his 1956 novel A Walk on the Wild Side. It was hard to follow at times too, but I’m glad I made the effort. 

It’s the story of Dove Linkhorn, an uneducated, poor young man from Texas who hops a freight train at the beginning of the Depression and ends up in New Orleans. There he scrambles for a living, gets drunk a lot, commits various crimes, and mostly associates with prostitutes, pimps, beggars and thieves. Dove comes across as a simpleton a lot of the time, and his vagueness often makes him invisible as a character. It also takes a while to understand what’s happening in some scenes, but Dove’s experiences and the people he bumps into on the very seedy side of New Orleans are almost always interesting. And Algren’s gritty, sometimes political, often poetical prose is even better (“Self-reliance for the penniless and government aid to those who already had more than they could use was the plan”).

If there’s a theme to the novel, it’s that the down and out people are often a lot better than the other ones.

The city fathers, Do-Right Daddies and all of that, Shriners, Kiwanians, Legionaires, Knights of this and Knights of that, would admit with a laugh that New Orleans was hell. But that hell itself had been built spang in the center of town…

There were stage shows and peep shows, geeks and freaks all down old Perdido Street. But it wasn’t geeks who ran that street. It wasn’t panders who owned the shows. There were chippified blondes and elderly rounders, bummies and rummies and amateur martyrs. There were creepers and kleptoes and zanies and dipsoes. It was night bright as day, it was day dark as night, but stuffed shirts and do-righties owned those shows.

For a Do-Right Daddy is right fond of money and still he don’t hate fun. He charged the girls double for joint-togs and drinks, rent, fines, towel service and such. But before any night’s ball was done, he joined in the fun. 

Later he had to be purged of guilt so he could sleep with his wife again. That where the pulpit came in….

There was a 1962 movie based on the book but, aside from the New Orleans setting and a few characters, I doubt they were able to cram much of the story – a lot of it not very nice – into a Hollywood movie. Years later, Lou Reed was approached to turn A Walk on the Wild Side into a musical. He only kept the title.

Here’s one more quote, part of which is pretty famous. An “old-timer” named Cross-Country Kline, “the only true criminal in the whole tankful of fools, the only one who had soldiered honestly against law and order”, is giving advice to Dove Linkhorn:

“Blow wise to this, buddy, blow wise to this: Never play cards with a man called Doc. Never eat a place called Mom’s. Never sleep with a woman whose troubles are worse than your own. Never let nobody talk you into shaking another man’s jolt. And never you cop another man’s plea. I’ve tried ’em all and I know. They don’t work.

Life is hard by the yard, son. But you don’t have to do it by the yard. By the inch it’s a cinch. And money can’t buy everything. For example: poverty.”
